Port 9051 is used by the Tor network as the default control port for controlling a Tor router (also called a relay or node) through a controller application. This port is used to execute administrative commands and retrieve status information about the Tor router. The control port can be used to manage Tor hidden services, adjust bandwidth settings, modify circuit behavior, and query network status, among other functions.
