Port 3478 is typically used for STUN (Session Traversal Utilities for NAT) protocol. STUN is used to help clients communicate with servers when they are behind a NAT (Network Address Translation) device. This port is also sometimes used for TURN (Traversal Using Relay NAT) protocol, which is used when STUN is not successful in establishing a direct connection between the client and server. TURN uses a relay server to facilitate communication between the two devices.
